The Working Group II contribution to the IPCC Sixth Assessment Report assesses the impacts of climate change, looking at ecosystems, biodiversity, and human communities at global and regional levels. It also reviews vulnerabilities and the capacities and limits of the natural world and human societies to adapt to climate change.
The Sea Level Rise Technical Report provides the most up-to-date sea level rise projections available for all U.S. states and territories; decision-makers will look to it for information.
This multi-agency effort, representing the first update since 2017, offers projections out to the year 2150 and information to help communities assess potential changes in average tide heights and height-specific threshold frequencies as they strive to adapt to sea level rise.
The State Climate Summaries provided here were initially produced to meet the demand for state-level climate information in the wake of the Third U.S. National Climate Assessment. This 2022 version provides new information and extends the historical climate record to 2020 for each state. The summaries cover assessment topics directly related to NOAA’s mission, specifically historical climate variations and trends, future climate model projections of climate conditions during the 21st century, and past and future conditions of sea level and coastal flooding. This Guide is written for practitioners already using or wanting to use future climate information in their work, but who are not familiar with the underlying assumptions and choices surrounding climate data. Here, we introduce the climate model scenarios that are used to “drive” climate models forward in time. These scenarios are a combination of socioeconomic and climate forcing pathways. We summarize differences between these scenarios for the Great Lakes region to show users how their choice of model scenario affects future temperature and precipitation projections.
Created especially for decision makers and adaptation planners in the Great Lakes region, this report offers planners guidance in developing adaptation plans while navigating local politics and specialized data. Content is accessible for users of all skill levels, with a focus on beginner. The report is divided into six main sections: Climate Change in the Great Lakes Region, Decision Making Under Uncertainty, Climate Information in the Local Planning Process, Data Analysis Guide for Assessing Climate Vulnerability, Building Climate Knowledge and Capacity, and Making the Case.
This report provides national, regional, and local information to support effective decision making by U.S. agricultural producers, resource managers, and other agricultural system stakeholders. A set of 20 indicators identifies high-priority agricultural and climate data products while providing the basis for tracking climate change as it plays out across American working lands, toward devising adaptive operational responses.
The report was written as input to the sustained National Climate Assessment process to provide a discrete set of variables that describe linkages between climate trends and variability and U.S. agriculture in recent decades. An additional objective is that the indicators themselves (along with the frameworks for constructing location- and operation-specifc indicators) provide an information resource that can help information service programs, such as USDA’s Climate Hubs, evaluate operational risks posed by climate change in specifc production systems across the country.
This guide is intended to help communities in Michigan and across the Great Lakes Region develop a climate and health adaptation plan or to integrate climate and health concepts into existing initiatives. A climate and health adaptation plan is defined here as a strategy document that fosters collaboration across disciplines and interest groups to instigate a series of activities toward the common objectives of understanding and then preventing or reducing the anticipated health impacts of climate change in the area.
This report is the first major product of the current Canadian national assessment, which launched in 2017 and intends to publish a series of authoritative reports between 2018 and 2021. This assessment focuses on answering the questions: how has Canada’s climate changed to date, why, and what changes are projected for the future? This initial report provides a climate science foundation for the other national assessment products. Its objectives are to assess current knowledge about how Canada’s climate is changing and why, and what changes are projected for the future, to help inform mitigation and adaptation decision making and to help raise public awareness and understanding of Canada’s changing climate. The CCCR is written for a broad range of professionals who are familiar with the topic of climate change but who may not have expertise in the physical sciences.
Regional adaptation fora (RAFs) are regional climate change adaptation conferences associated with the National Adaptation Forum. There are six RAFs: the California Adaptation Forum, the Carolinas Climate Resilience Conference, the Great Lakes Adaptation Forum, Local Solutions: Eastern Climate Preparedness Conference, the Southeast Florida Climate Change Compact Summit, and the Southwest Adaptation Forum. This report presents analysis and information drawn from the 2018 RAFs to gain insight about the state of the field, assess opportunities for the field to leverage the RAFs to accelerate dissemination and uptake of promoting promising adaptation practices across regions, and determine how the American Society of Adaptation Professionals can best support the RAFs going forward. The top finding is that RAFs are moving the needle for adaptation professionals and the field. The report serves as a testament to the need for, and value of, regional adaptation fora and encourages increased investment in these events and greater coordination between them.
Flooding is the natural hazard with the greatest economic and social impact in the United States, and these impacts are becoming more severe over time. This report contributes to existing knowledge on urban flooding by examining real-world examples in specific metropolitan areas: Baltimore, Houston, Chicago, and Phoenix. The report identifies commonalities and variances among the case study metropolitan areas in terms of causes, adverse impacts, unexpected problems in recovery, or effective mitigation strategies, as well as key themes of urban flooding. It also relates, as appropriate, causes and actions of urban flooding to existing federal resources or policies.
This plan represents the efforts of the State of Minnesota in fulfilling the responsibility for hazard mitigation planning. The purpose of this plan is to identify the state’s major hazards, assess the vulnerability to those hazards, and take steps to reduce vulnerability using the technical and program resources of Minnesota agencies. The process has included consideration of current and expected future impacts from Minnesota’s already changing climate, as relevant to hazard mitigation planning. The plan identifies goals and recommends actions and initiatives for the state government to adapt to, reduce, and/or prevent injury and damage from hazardous events.
Climate change is causing significant and far-reaching impacts on the Great Lakes and the Great Lakes region. This report, from 18 leading scientists and experts from Midwest and Canadian universities and research institutions, draws on the array of existing research to assess how the shifting global climate impacts the unique Great Lakes region.
The EWN Atlas is a collection of 56 projects illustrating a diverse portfolio of contexts, motivations, and successful outcomes, presented and considered from an Engineering With Nature® perspective to reveal the usefulness of nature-based approaches and the range of benefits that can be achieved. Engineering With Nature is an initiative of the U.S. Army Corps of Engineers enabling more sustainable delivery of economic, social, and environmental benefits associated with water resources infrastructure. EWN intentionally aligns natural and engineering processes to efficiently and sustainably deliver economic, environmental, and social benefits through collaborative processes.
The Global Change Research Act of 1990 mandates that the U.S. Global Change Research Program deliver a report to Congress and the President no less than every four years that “1) integrates, evaluates, and interprets the findings of the Program…; 2) analyzes the effects of global change on the natural environment, agriculture, energy production and use, land and water resources, transportation, human health and welfare, human social systems, and biological diversity; and 3) analyzes current trends in global change, both human-induced and natural, and projects major trends for the subsequent 25 to 100 years.” The Fourth National Climate Assessment (NCA4) fulfills that mandate in two volumes. This report, Volume II, draws on the foundational science described in Volume I, the Climate Science Special Report. Volume II focuses on the human welfare, societal, and environmental elements of climate change and variability for 10 regions and 18 national topics, with particular attention paid to observed and projected risks, impacts, consideration of risk reduction, and implications under different mitigation pathways. Where possible, NCA4 Volume II provides examples of actions underway in communities across the United States to reduce the risks associated with climate change, increase resilience, and improve livelihoods. This assessment was written to help inform decision makers, utility and natural resource managers, public health officials, emergency planners, and other stakeholders by providing a thorough examination of the effects of climate change on the United States.
Coordinated by a partnership between climate services organizations in the U.S. and Canada, this product provides a synthesis report summarizing the previous years’ climate trends, events, new research, assessments, and related activities in the Great Lakes region. The 2017 report provides an overview of the climate trends and impacts in the basin for the year, including information on the past year’s climate trends, a summary of some of the major climatic events, and a summary of relevant new climate research and activities. It was developed as a longer term trend analysis and compilation of the existing Great Lakes Region Quarterly Climate Impacts and Outlook and is intended for use by managers and practitioners at federal, state, provincial, regional, and local scales, as well as for stakeholders and the general public. The report is also available for download from binational.net.
In the coming decades, Indiana’s changing climate will bring with it higher temperatures, longer heat waves, more extremely hot days, and more frequent extreme storm events. Those changes will affect the health of Hoosiers in every part of the state. This report describes historical and future climate-related health impacts that affect Indian residents; the findings presented here are primarily based on the Indiana Climate change Impacts Assessment Health Working Group technical report and the report Indiana’s Past and Future Climate.
Indiana’s climate is changing. Temperatures are rising, more precipitation is falling, and the last spring frost of the year has been getting steadily earlier. This report describes historical climate trends from more than a century of data and future projections that detail the ways in which our climate will continue to change.
A coalition of 26 businesses, environmental organizations, community groups, and universities in the Detroit area has produced the “Detroit Climate Action Plan.” The proposition intends to address public health and environmental justice issues through a plan that individuals and businesses can practice. The 77-page report contains 20 major goals for the coming years, including calls for the reduction of greenhouse gas emissions by Detroit businesses by 10 percent in the next 5 years, and 80 percent by 2050. Additionally, the plan recommends improvements to the energy efficiency and durability of homes, better stormwater runoff management, expanded use of renewable energy, and broadened recycling and organic waste collection by 2022.
With support from the Minnesota Pollution Control Agency, the Region Nine Development Commission created this plan to assess South Central Minnesota’s vulnerability to climate change and create strategies for the region to adapt to climate change. Region Nine, working in tandem with a Climate Change Adaptation Task Force, identified eight top priority sectors to prioritize the planning process: agriculture, water, human health, energy, transportation, forests, ecosystems, business, and economy. The result of the planning process was real, actionable strategies that can be used as a guide to initiate discussions and begin a planning process in Region Nine communities.
With insight from 26 campus and stakeholder advisors, the support of the USDA Agricultural Marketing Service’s Transportation Division, and input from regional food supply chain businesses throughout the region, this 68-page report details the process used to assess the Chicago region food system and findings through the three-year participatory research effort. It includes eleven sections with 17 figures to illustrate key concepts, along with extensive supporting materials. The report presents three innovations with proofs of concept that could be applied widely in the region and beyond to improve food distribution, both in rural and urban regions.
This report provides educators and advisors information, perspective, and resources to help farmers in the Midwest and Northeast prepare for, cope with, and recover from the adverse impacts of a changing climate. Developed collaboratively by scientists, conservationists, and educators, the report translates the best available climate science into usable resources for making climate-informed decisions. Flexible and adaptive management are key to reduce risk, increase resilience to potential disruptions, and even take advantage of opportunities presented by climate change. The Adaptation Workbook provides a structured process to consider potential climate change impacts, management challenges and opportunities, and climate adaptation responses.
This Health Impact Assessment was done in conjunction with the development of an adaptation plan, with the goal of ensuring that the strategies developed would be health-focused before implementation. By conducting the HIA during the Climate Change Adaptation Plan’s development, greater efficiencies were created in terms of addressing strategy-specific, health-related issues that could be avoided at the start, rather than discovering them after the strategies had already been implemented. This report is the culmination of the HIA process and summarizes each step of the assessment, including the HIA Project Team and Advisory Committee’s recommendations for improving the Climate Change Adaptation Plan. The adoption of these recommendations will increase the value relevance of the adaptation plan and benefit the health of the region.
This report synthesizes available science on the observed and projected impacts of climate change in the Great Lakes Basin and documents the climate change assessment methods applied in the region. It was initiated in support of commitments under Annex 9-Climate Change Impacts of the Great Lakes Water Quality Agreement to take into account the climate change impacts on the chemical, physical, and biological integrity of the waters of the Great Lakes and communicate and coordinate binationally regarding ongoing developments of domestic science. The report draws upon the range of research conducted by various levels of government, academia, and other organizations and the growing body of knowledge in areas of ecological research and climate change and provides researchers, managers, and decision makers with a time-stamped, thorough, and methodical examination of that climate change science.
Intense rainstorms, floods, and heat waves will become more common in the Great Lakes region due to climate change in the coming decades. While ice-cover declines will lengthen the commercial navigation season on the lakes, warmer lake temperatures will increase risks from invasive species, and could threaten water quality. Material in this report is largely a synthesis of the information contained in the National Climate Assessment’s chapters on the Midwest (Chapter 18) and Northeast (Chapter 16). Donald Scavia, GLISA's co-director, was one of the convening authors of the NCA's Midwest regional chapter; GLISA also served as a hub for the compilation of technical inputs for the Midwest chapter.
This report was designed to Identify how beachgoers perceive the risk of dangerous currents and waves in the Great Lakes; evaluate existing messages and delivery mechanisms (such as National Weather Service Surf Zone Forecasts); translate complex beach conditions into understandable, actionable messages for specific beachgoer audiences; and identify effective delivery mechanisms for specific audiences.
This report, the first of its kind for the City of Grand Rapids, outlines the condition of the city's climate resiliency and offers recommendations for how it can both impact and adapt to climate change. The report's goal is to both spur a larger community conversation around processes that will enable Grand Rapids to become a more climate-resilient city and to spur many specific short- and near-term projects, policies, programs, and plans to mitigate the effects of climate change. The report documents projected local climate changes, their potential negative impact to low-income families, and outlines small near-term solutions that the city can make to curb or adapt to climate change. Recommendations include investing in green space and improving the city's tree canopy, improving the city's energy autonomy, and implementing green street infrastructure materials and maintenance techniques.
The Dane County Climate Change Action Council was formed in March 2013 with a mission to ensure that Dane County government was better prepared for weather extremes brought on by global climate change. The Council facilitated an internal review of county preparations and potential modifications to the operations and capital investments of the county, resulting in this report identifying Dane County’s potential vulnerabilities to weather extremes associated with global climate change and strategies to adapt to a changing climate. The report is the first step in the county’s effort to improve the resiliency of its climate-sensitive resources in the face of climate change; future steps will include cross-departmental collaborations to implement the adaptation strategies outlined in the report.
The City of Marquette is the largest city in Michigan's Upper Peninsula and one of the most economically diverse in the state. The city is especially vulnerable to environmental, economic, and social impacts of climate change, largely because it borders Lake Superior. A team of Michigan State University Extension specialists and educators received funding from the Great Lakes Integrated Sciences and Assessments Center (GLISA) to collaborate with GLISA researchers, relevant decision makers, and stakeholders in Marquette to increase community resilience through incorporating climate variability and change adaption strategies into local land use master plans and policies. Key stakeholders in the agriculture, forestry, natural resources, health, planning, and tourism fields participated in the development of climate change concerns and strategies. Overwhelmingly, residents and local leaders wanted to protect the natural environment that makes Marquette such a desirable place to live. This report details the process and results of this community-driven process, and also contains specific, detailed GIS maps of the region that reflect the climate vulnerabilities and concerns of the residents and leaders in the Marquette region.

The Milwaukee Metropolitan Sewerage District created a systematic plan to implement widespread green infrastructure. As a regional agency, the District is uniquely positioned to lead green infrastructure planning for the Milwaukee region and has funding to undertake the work. This effort will help the District make logical green infrastructure funding decisions, will help municipalities and non-governmental organizations prioritize their actions, and will help inform municipalities and private funders where their green infrastructure money can do the greatest good. Technical analyses for the region’s impervious surfaces, costs/benefits, and recommendations were all completed; the report comprises the final Regional Green Infrastructure Plan. The plan was approved by the MMSD Commission on July 22, 2013.
This guide was designed to help U.S. state and territorial coastal managers develop and implement adaptation plans to reduce the impacts and consequences of climate change and climate variability. It was written in response to a request from state coastal managers for guidance from NOAA on adaptation planning in the coastal zone.
This report presents the common trends in how 12 local governments across the country developed and implemented stormwater policies to support green infrastructure. The local policies examined include interagency cooperation, enforcement and management issues, and integration with state and federal regulations. While a strong motivation for these policies and programs is innovation in stormwater management, many communities are moving past the era of single objective spending and investing in runoff reduction and stormwater management strategies that have multiple benefits. Green infrastructure approaches have a range of benefits for the social, environmental, and economic conditions of a community. Not only do these case studies include success stories for building a comprehensive green infrastructure program, but they also provide insight into the barriers and failures these communities experienced while trying to create a stormwater management system that includes more green infrastructure approaches.
The Michigan Climate Action Council (MCAC) was created on November 14, 2007, by Governor Jennifer Granholm. Governor Granholm charged the MCAC with producing a greenhouse gas emissions inventory and forecast, developing this comprehensive Climate Action Plan with recommended greenhouse gas reduction goals and potential actions to mitigate climate change in various sectors of the economy, and advising state and local governments on measures to address climate change.
A collection of case studies and information about how coastal communities can plan for and adapt to climate change. These resources represent a national guide for how coastal communities can plan and adapt. Case study issues range from coastal managers addressing sea level rise in Rhode Island to coral bleaching caused by rising sea temperatures in Florida.
The Global Warming Task Force was created by Wisconsin Governor Jim Doyle in April 2007. The Task Force created this report, which contains its policy recommendations to reduce greenhouse gas emissions in Wisconsin, as well as its short- and long-term goals for reducing greenhouse gas emissions in the state.
In 2006, Minnesota Governor Tim Pawlenty announced the “Next Generation Energy Initiative,” which included the “development of a comprehensive plan to reduce Minnesota’s emissions of greenhouse gases.” During this announcement, the governor requested that the Center for Climate Strategies help in the development of Minnesota's Climate Mitigation Action Plan and the formation of the Minnesota Climate Change Advisory Group. The Climate Change Advisory Group, which was tasked with developing a comprehensive set of state-level policy recommendations to the governor, produced this report.
In 2006, Illinois Governor Blagojevich launched the state's Global Warming Initiative by executive order that created the Illinois Climate Change Advisory Group. The group's purpose was to recommend state-level strategies to meet Illinois’ greenhouse gas reduction goals, which are similar to those set by other states and those proposed in Congress: 1990 levels by 2000, and 60 percent below 1990 levels by 2050. This document is the Advisory Group's report submitted to the governor.
