The State Climate Summaries provided here were initially produced to meet the demand for state-level climate information in the wake of the Third U.S. National Climate Assessment. This 2022 version provides new information and extends the historical climate record to 2020 for each state. The summaries cover assessment topics directly related to NOAA’s mission, specifically historical climate variations and trends, future climate model projections of climate conditions during the 21st century, and past and future conditions of sea level and coastal flooding. This report presents key findings from evaluative research investigating the Pacific Islands Climate Change Cooperative's (PICCC) achievements in the Hawaiian Islands between 2009 and 2018. Based on interviews and a survey, the report describes the foundational conditions from which the PICCC set out to establish a landscape conservation framework, the challenges it faced, its goals and achievements, and transferable lessons from the experience for any conservation community working with limited resources across large expanses of land and ocean.
Communities in Hawai'i are highly vulnerable to natural disasters such as hurricanes, tsunamis, floods, seasonal high waves, earthquakes, volcanic eruptions, lava flows, and sea level rise. Since a changing climate is expected to worsen the effects of these natural hazards, planners and communities must work together to prepare for long term disastor recovery. The study developed statewide guidance documents and tools to improve community resilience to coastal hazards and sea level rise, thereby encouraging communities to focus on recovery practices before a disaster hits.
This report provides the first state-wide assessment for Hawai'i documenting vulnerability to sea level rise. The report includes recommendations to reduce exposure and sensitivity to sea level rise and to increase capacity to adapt. It also provides recommendations based on emerging practices framed through extensive stakeholder consultations. It is considered a "living" report, and will be updated as further information is gathered. The framework of the report is intended to be used when facing other climate change threats affecting Hawai'i.
The Hawai‘i Fresh Water Initiative was launched in 2013 to bring multiple, diverse parties together to develop a forward-thinking and consensus-based strategy to increase water security for the Hawaiian Islands. This Blueprint is the result of the work of the Hawai‘i Fresh Water Council, and provides Hawai‘i policy and decision makers with a set of solutions that have broad, multisector support in the fresh water community that should be adopted over the next three years to put Hawai‘i on a path toward water security. The ultimate goal of the initiative is to create 100 million gallons per day in additional, reliable fresh water capacity for the islands by 2030. The report outlines three aggressive water strategy areas with individual targets.

This document sets forth a plan, required by Hawai'i's 2007 Session Laws, to achieve the maximum practically and technically feasible reductions in greenhouse gas emissions to or below 1990 levels of emissions by 2020.
This document, known as the COEMAP, provides a framework for community discussion and assessment of coastal erosion and beach loss in Hawai'i. The objective of COEMAP, and the public dialogue it seeks to foster, is to outline socioeconomic and technical mechanisms for conserving and restoring Hawai'i’s beaches in a framework of mitigating erosion impacts and reducing exposure to coastal hazards for future generations.
