Implement plan to retrofit liquid fuels and storage tanks which includes: 1) educational outreach for city-owned, residential, commercial, and industrial buildings about proper storage; 2) require hazardous materials stored in city-owned, residential, commercial, and industrial buildings within the floodplain to be elevated a minimum of three feet above the freeboard
