The Home Buyout Program was initiated after the historic flood of May 2010 to purchase homes destroyed by the flood, help displaced residents, and convert lots in the floodplain to open space. After purchasing and demolishing the damaged structures, the city uses its non-profit partners to engage volunteers to re-establish stream buffers along creeks by planting trees and shrubs or by allowing the properties to re-establish naturally.
