    Tompkins County, NY Resiliency and Recovery Plan

    To reduce the risks associated with hazards and the changing climate, as well as to better prepare for long-term recovery from disaster events, the Tompkins County Resiliency and Recovery Plan (RRP) provides a foundation for collaborative action with each of the municipalities in Tompkins County. The RRP addresses four main areas: Flooding, Drought, Debris Management and Economic Recovery. The document also includes Continuity of Operations Planning Tools, a Resilience Messaging Playbook, and a gap analysis of the report.

    Lessons Learned

    The concurrent development of several resilience resources provided a unique opportunity for the County to chart its course toward resilience by addressing and funding actions to foster a culture of preparedness and to provide forethought to guide resilient recovery from future hazard events. The Resiliency and Recovery Plan provides data as well as a suite of tools to support the implementation of key actions to enhance resilience.

    Options Used

    Encourage farmers to help manage stormwater runoff. For example, farmers can increase soil organic matter for better drainage, shift production to more highly drained soils and install tile drains. Encourage farmers to adapt to seasonal changes. For example, farmers can shift to flood-tolerant crops and change plant dates to avoid wet periods. Encourage farmers to use disease control practices that minimize chemical inputs.

    Relevant Options

    Encourage farmers and foresters to research technological opportunities to use water resources more efficiently. Increasing water use efficiency can prevent or alleviate drought impacts. Encourage farmers and foresters to investigate potential backup water supply sources for agriculture (e.g., well vs surface water) in case of a drought. Diversify food supply chains to prepare for potential impacts from changing seasons and extreme events. For example, support local food production by promoting new technologies, encouraging farmers to
